The spy works for RV and not Imli so informing RV that Sukor meet each other won't cause problems, he already knows that and it will only make him angrier. The spy will cause problems only if he reports Sukor's plans to RV or if Imli will be convinced to come and see them together and then they may even pretend they were arguing.

Ruby, I don't think Chagan's absence is related to the story, probably he had other commitments, just like how Kasturi was absent the week before.
