Personally, I don't think Imli could pull it off, Suraj is angry and challenging him will lead to her defeat. I think the immediate threat is from RV and so far he's more interested in harming Sukor than in Imli winning the elections, so if he uses Tejaswini it'll be to draw Suraj to a trap and not to blackmail Sukor.
