Vishi, the phrase 'Saam, daam, dand, bhed' is the only sense in that song for this serial's context.

'Saam, daam, dand, bhed' means 'by all means, in that stated ethical order'.
Saam is gentle truthful persuasion.
Daam is favours or bribery or inducements.
Dand is force - punitive or otherwise.
Bhed is underhanded means.

But the rest of the song is extremely and totally inappropriate, and very amusing in a nice way.😆
It's presumably meant as an embodiment of Ma Kali's infuriated persona, and would be totally appropriate if the female-lead is dealing with someone that she may need to kill even if it destroys everyone else. :)

But what 'To bring devastation upon all, to wipe out your existence' would mean in this serial's current context is that Swara would be willing to destroy her family and the Maheshwaris, in order to kill Ragini.😕

And since I'm reasonably sure that Swara would drop her whole plan of ensuring Ragini's reveal, if she thought Ragini in any actual danger of getting killed, the song is fun.😆

Actually, several songs were started in use in serials years earlier in suitable tracks - such as where the female-lead might need to kill the villain/vamp.
But now it's presumably not financially worthwhile to make whole new songs, so they seem to pick any song where at least one line matches to the current situation. :))
