When private forums were introduced, the idea was that a private forum that proved its popularity (e.g. 200 members) could apply to become a public forum. However, there was never support for members to post open invitations in public forums for everyone to participate in our private forum events, and thus many members may not know that "private" doesn't mean "keep out."
I have pushed back against DT efforts to keep even auto-join private forums' existence obscure. It cost me at least one WL increase, but now the DT is at least allowing private forums to invite new members through the Creative Contests topic.

1. What is the rationale to discourage private forum members to publish open invitations in public forums?
2. How to apply to take over a private forum when the Creator and Managers have never posted in it?
