I have noticed it happens whenever you type the UN incorrect. If their profile isn't showing that means you have typed their UN wrong. Sometimes we type the UN right but forget the characters such as (*, ., ) when you miss those characters also, you can't send the PM and you get the error.

This is according to my experience. May be different to yours.

Sometimes even if the UN is correct, it doesn't get the preview due to special characters the member has at the beginning.

for eg: --Sam--

Yes plz. extend the pm limit to 50 UNs or more than 20 if feasible :D
