No he isn't Dev Anand's son. He idealises Dev Anand that is why he has kept Anand as his last name because he looks up to DevAnand as his guru, and the name Akshay is the name of the charcter he first played in 'Indradhanush', he became quite famous with that role. Hence his name Akshay Anand.
