Your friend...if she really wants it, let her do it. Haan, kharcha abhi hoyega. But if she is serious and does well, baad mein she will reap in excess. That way there are many opportunities here and in Canada. Suggest that she look into scholarships - there are several opportunities for international students.

Haha - I am trying to be more outgoing in real life though. Of course it doesn't help that I spend such a large chunk of life in the cyber world...but I've met some interesting people from all around the world here. Not to mention, made some good friends and relations.
