I think that's exactly what they are hinting at. First of all, they keep saying these people are from the neighboring country. That alone is enough to deduce they are talking about Pakistan. In addition to that, the Pakistani flag is that exact shade of green, though the flag itself has a design that this one didn't. For whatever reason (probably just an attempt at remaining politically correct and/or not to piss of Pakistani viewers), they chose to not outright say the country is Pakistan.

Having said that, I don't think we should be looking too much into it. I think anytime there is anything about India and Pakistan, it just gets created into a big deal even if it wasn't meant to be offensive. We have to keep in mind the very premise of this show is about a faction of the Indian military fighting terrorism, both foreign and domestic. Yes, the serial is showing "the neighboring country" bringing in weapons, but let's not forget, it is a Thakur in India buying those weapons.

This show is about terrorism and smuggling of contraband which HAPPENS to be taking place in towns bordering India and Pakistan. I don't think this show in any way has been disrespectful of the Pakistani flag or Pakistan. We must ask ourselves, would we be so offended if this story was about terrorism between India and china? Probably not. And why is that? Just because India and china do not share the same violent and complicated history that India and Pakistan do? That alone is not enough to accuse any show to disrespect just because their story happens to revolve around terrorism and Pakistan.

Furthermore, it is the very nature of shows in EVERY country to make their own citizens heroic while depicting citizens of other nations as weak, evil, or just plain inferior. Whether it is comedy or drama or any other genre. I have even watched various serials on Pakistani networks that depict Indians as the antagonists. I have seen American shows that portray the British and French as dim witted. And I have seen BBC shows that depict Americans as brutes.

I don't think Rangrasiya is in any way being disrespectful to the pakistani flag or the country. It is just a story they wish to tell and if anything they are doing it as tastefully as possible.
