Muqaddar is totally free these days. That's why he is constantly after ASYA and create problems for them.
And Muqaadar is definitely govt employee because I am sure Tanveer is bribing him these days

May be she is blackmailing him with some raunchy pics of theirs. 'Khali dimag saitan ka ghar hota hai" and during one such free days, he has made mistake to have a drink with Tanveer.
He has given advertising contract to GUL. That's why she is caring more for muqqu than audience and even TRP.
Muqaddar is uneducated thats why he is not able to read what is written by Ajmer sharif about ASYA. This is the chief reason why Zoya despite being written in Asad's muqaddar but he is still not getting her in Nikah.
