Step 1: Small talk, start having random conversations with him. The more random the better because he will be like "what is going on" which will lead him to follow you around/talk to you to figure out what's going on in your head.

Step 2: Charm him with your amazing personality. I've noticed over the years that guys hate hate hate girls that run after them. So do not under no circumstances do that. But be a friend, but not too friendly because we do not want to get friend-zoned.

Step 3: Charm him with your beauty. After a few days of normal clothes wear an outfit that makes you look amazing. Fancy hairstyle, a little bit of makeup and a HUGE SMILE.

Step 4: by now you are probably good friends and have worked up to causal flirting. PS. FLIRTING IS THE KEY! But be coy about it. And then BAM, start ignoring him and pay attention to another guy friend. This will confuzzle him. A lot. Boys are possessive, even of their "friends". But the key to this step is random bouts of not ignoring him!

Step 5: if he's smart he'll start falling for you ( because you are amazing! And you have implemented a plan). After a few days of ignoring him start flirting again. AND TADAAA! He shall fall for you.

And then if he's the one you can get married and invite me to your wedding. And name your first child after me. HAHAHAHAHAHA. Kay, I get carried away!
