I had checked out hazel when I had read OotP for the first time (years ago) and have read many mentions of cerulean eyes in historical fics since then.

even so, this is what I got :

Hazel :

Eyes that are anywhere from light Carmel brown, to dark rich chocolate brown around the pupils and light to dark green in the middle and black on the outside of the eye. Hazel eyes sometimes change colors to dark and light and sometimes to a golden color.

of eyes : of a variable color averaging light greenish-grayish brown

(Merriam- Webster)

A reddish-brown or greenish-brown colour, especially of a person's eyes (Oxford)

Cerulean :

resembling the blue of the sky (Merriam- Webster)
Deep blue in colour like a clear sky (Oxford)

So all in all I think it's pretty clear that hazel and cerulean are two entirely different colours. Unless a greenish-brown is similar to a sky-blue?
