I think the people who Rudra killed today were terrorists n not some innocent villagers. It was shown in yesterday's episode about the terrorists entering the village.

BSD is there to secure the border of the country against infiltration and stop arms and other illegal smuggling. The villagers have social and economic bonds with others across the border. The village was split into two after partition. Many have family members on both sides of the border. Some of the villagers are involved in the illegal trading and infiltration which BSD trying to stop. So, they become natural enemies. Sometimes innocents are also killed in this struggle between smugglers and BSD. In real life too many border places have this kind of adversarial and distrustful relations between locals and armed personnel. This distrust and hate is being further increased and used by the Thakur, an erstwhile royal, to have power and control over the villagers.
