Well haider is zoyas brother and so that means humeiras half brother and in Islam step bro and sista can't marry. Haider wanted revenge from razia and will use humeira in order to seek revenge. Haider can be Zoya's brother without being Humeria's brother also. So there not necessarily related.

At best Haider is Zoya's Khala's(Maternal Aunt's) son.

So yes He can legally, Islamically,scientifically marry Huneira.

Only problem I see is Huneira saying yes.

So if Miyan Biwi Raazi to kya karega Qazi?
