Yes we know why Razia wants to discredit Zoya (because she wants to send her as far away from Ghaffoor as possible), but why have the CVs gone down this 'Zoya the scarlet woman' route?
The obvious reason is that Gul/CVs want to show that Muslim women in jeans/Western attire can still espouse sharm and haya and be respectable and good Muslims. That is a message that the CVs have tried to convey previously too in the serial - eg when Haseena Bi blasted Zoya in Asad's house during that first Quran Khaani, and Dilshaad told her off.
But for some reason I think this time around they want to do more - most likely use this short skirt red herring to get Zoya one step closer to her search for her father. After all it is an easy matter for Zoya to prove she is not the girl in the leaflets - all she has to do is bare her burnt arm. That's it. Matter sorted.
So Razia's efforts in fanning the flames will backfire on her. And Zoya's burnt arm will sow the first seeds of unease in Ghaffoor, and also in Haider i.e provided Haider does not already know Zoya's identity.
For Ghaffoor, the CVs could use the opportunity to just rake up the ashes of the Gudia factory past. And Razia may even succeed in tamping down his memory, but Razia herself will be so paranoid that Ghaffoor may realise he's Zoya's father, that she may well trip up.
For Haider, Zoya's revelation could be a godsend. Razia's resultant heightened insecurity and weird behaviour will make it easier for him to trip her up and unmask her. And I wonder if there's another deeper bond between Zoya and Haider that will come to light now (perhaps only Haider will realise it).
