I will say it again, Jalal is not yet Akbar and don't make him one too so early. His decisions are always hurried:
1. In qila situation he had packed his bags and was ready to leave amer. If not for Jodha's chanakya-neeti which indirectly inspired him to do something novel too.
2. In fake pregnancy, it was Jodha's gesture of returning the ring and standing for her innocence that forced him to re-think his decision and call upon Salima for help. Otherwise, he was happy to plop her head off her neck.
So one can see, he has always needed probing in the right direction before he can take a just decision. And to help him there is Jodha- his soulmate. She helps him reach correct decisions. He is not yet the invincible king. But he has someone around him to become one.
I am pretty sure Jalal would have talaqed Jo if such a law was passed. But Jo would have found a way around it and not waste precious time writing letters to dead fils to add more drama to the situation.😉
I would like to know though, what irks one more: Jalal's inability to take the perfect decision or the heroine glorification which is unjustified though the name of the female lead is also in the title along with the male one who should always take the centrestage, despite the story being about two people.
