i dont think he is lying,he might be saying true only.he might killed naveen bcoz of some pressure from higher authorities,bcoz may be naveen denies that he was not a treator and raj also knows abt him bcoz he is his fren but the higher authorities doesnt know abt him.and for army people duty comes first and they give utmost importance to the country and frenship and relations doesnt matter to them.and if raj did it bcoz of some pressure also then it is not wrong,bcoz he is just doing his duty and he still feels guilty for that and when naveen was arrested it was the starting of his and rajveers career and how can rajveer ignore the orders of his seniors.
or may be naveen wants to die in the hands of raj bcoz raj was the best choice than mogambo.i think wat raj had said to naina was not completely wrong but last bit is wrong,i think naveens mentalstatus all may be same as raj sai but naeen doesnt want to commit suicide and he want raj to shoot him.
