Hindi Cinema - negative character played by Male (few exceptions) but in Hindi Soap - negative character played by females :) (exception - Vaidehi)

The target audience for soaps are women 😉 .... men are not very much into the soaps as far as I know. In movies it's not the case. So for this reasons only soaps have more women as villain 😃 .....

Ya its mainly the target audience that determines the content of the show. Women form the majority of the viewers of such shows, hence the shows are oriented towards them. Also, the female villains, while hated, are also extremely popular since they enjoy a lot of power over the household. It satisfies the need for someone who would take on the system while you can comfortably hate that one person.
