Is India really a democracy?

Three major decision makers of India the Prime Minister Manmohan Singh, Home minister Shivraj Patil and HRD minister Arjun Singh are members of Rajya Sabha and not Lok Sabha. Members of the Lok Sabha are direct representatives of the people of India who are directly elected by the electorate. Some of the ministers have even lost elections.

How and why is this happening in a democratic country like India? Is this reasonable? Should India be still called democratic?
