I think the "best performance" that I really remember was Karishma Kapoor in Shakti.

This scene was so powerful. I have never seen something this strong in Bollywood since then. It was disturbing but empowering at the same time. Karishma is one of the most underrated actresses.
Priyanka did a great job with Fashion – especially that scene in which she gets high and wakes up next to some random man. The way she breaks down crying looked very real. Kangana was great in Fashion as well!
Other favourites were Karishma in Fiza, Rani in Black Urmila in Ek Haseena Thi and Kuan and most of her thrillers were really good. She's the one person that can do psychological thrillers correctly.
I won't put them as a list because each were really good in their own context but I really miss cinema like this. Very rare to come across nowadays.
