No Rudra never loved Arjun, he just used him for his selfish intentions and that's y he is scared if Arjun will find love in Arohi he may he leave all of them n the world of crime so he will try his best to manipulate Arjun.
He will try and manupulate definitely and I am guessing sensing Arjun's heart he will ask to go away on some work convincing him that Arohi will be better off without him.
