who called police!

i wonder in the first place (initially) who called police to the hospital ? they did not show pratgya calling police to the hospital! when she saw police she herself was shocked/surprised...i think it should be the hospital authorities...that means pratigya did not think of complining to police on her own.once she saw the police in the hospital she thought of compiling/ cooperating with them.( fine later she took it to the higher authorities...)....the FIR was lodged by keser not by pratigya....that means pratigya is not the one who is sending shakti and amma to jail...is it so?..
