Please note, this post does not intend to normalize Shiv's behavior or recklessness, may look at it as a small attempt to defend him a bit from his point of view.
A blind person cannot tell their favorite color, and you cannot describe the taste of food you never tasted, similarly you cannot perfectly role play the life you never experienced.
Today his conversation with Chintu, where he explained that hero can be made through common man, and that he has to be Human before Heman; but when you are heman, it's difficult to understand Human.
In real, a common man would never react the way Shiv does, because they do not have the power and authority like Shiv. If common man's wife slaps a goon, husband would support his wife. When common man's wife calls him that she and his children are under attack, reaction should have been shocked, dropping everything and rushing home - Empty handed to manage the situation, and hugging the family while being scared themselves, crying and worried of what could have been.
All this is difficult for Shiv to even imagine because he is NOT a common man, he does not have an idea of how common man looks at the problem like these because so far he has dealt with it differently. He was never scared to face these things, he was never under panic nor will he be for these things.
For him, in his mind common man's problems are something like what should be price of fishes, if vegetables are good, how do we manage finances, etc. Never in his mind, he has imagined or learnt about common man's problems involving safety, injustice, or crimes, because those are hidden under power, and not something "visible" everyday.
His only agenda for Shalini and his is to leave these things to me, while my family just stays happy - safe isn't in his mind, because he knows he is hero!
So, no his way of dealing with Shalini's fears is not valid, if anything it does look insensitive. Overtime, he needs to learn or understand real fear of common man to help them in real sense. He has to be at that position where he loses his strengths, authority, and everything to understand that Shalini's fear of "What could have been" kind of situation.
Chintu clearly said, he wasn't scared of those goons because he knew his paa will save them, he is hero - something that Shalini does not know and nor does Pihu. So, of course it was difficult for Chintu and Shiv to imagine. Gravity of situation differs because Chintu may still face consequences while Paa wasn't around. But for Shiv, Parshuram will always be around!

. Because he can only act with so many variables. Now that his family's safety is threated, his variables are not fitting the reality. He has to add more of them which he is not trained for. Only way is to slowly reveal his true personality without causing much doubt in shalini's mind
