For your info a marriage in Muslims laws is complete when it is made in public . And the groom take permission of marriage from the woman guardian (father, brother, uncle, ... etc) . And the bride should accept it. Registration or not is just formality. Because the community will hold him accountable.
Seher started to accept this marriage. As for her mother if the guardian (father) and the daughter accept .she doesn't have a say in it.

Guardian's permission is not compulsory in Islam as Islam has no kanyadan. If parents permit, fine. Or else it is man and woman who decides.
