Only a family member who has her own kids, divorcee/widowed woman of 25-35 age can be a surrogate

It is illegal in India, it happens doesn't mean it is not illegal, if you are personally aware of this then you were a party to a criminal activity
Try reading Surrogacy regulation act, 2021
A woman widowed/divorced can do it but she can't take money, she has to do it willingly, commercial surrogacy is not legal
