Yes, I was confused too. I don't know Hindi or Awadhi and rely on translations, so I thought it was my mistake in understanding but the wordings are as such. Also, Dasaratha asks Lomapada (or Romapada, not sure which... I thought Romapada was a sage and Lomapada was the king but they both could have same names) that Shanta and her Lord be allowed to return to his capital... Not clear whether he meant with him or just to allow his daughter to come back to him for a while... I was confused too.

I remember reading Sumitra was from Kashi and I thought Kaushalya was from Magadha.
The king of Magadha at that time was King Koshala and it's possible that his daughter was Kaushalya. But I do remember reading that she was from one of the royal families of Suryavanshis in Kosala but it doesn't make sense for her to be a principal and main queen over princesses of Kashi/Magadha and Kekaya.

True... There would have been some from Kashi. Kashi, Magadha, Anga, Kaikeya were close allies and Mithila was another branch of Suryavanshis, hence they were considered brothers/ancient allies.
in kalidas raghuvansham
kaushalya was from kosal
some versions say
she belonged from dakshin kosal

I remember reading that too. Hierarchy was followed quite strictly those days so wondering how she was the principal queen... Either it is because she was the oldest or because she had given birth to a daughter when no one else had produced children.
Also, those days, I think kings can perform sacrifices without his wife sitting next to him. Just that they all have to observe the vows and fasts and remain devoted.
