Yes. Apparently they knew each other for almost 20 yrs and when her sister threatened to expose his father if he don't back out from marrying her, he asks her to replace her with the fl . So he basically arranged his arrange marriage and then acted like her entire family betrayed him and his family . He is in love with her but behaves like he don't like her.

I was happy watching Mehru with her mom discussing about marriage, specially when she was talking about keeping this marriage, I felt that Mehru will face everything and not run away the moment she finds out about Shahnawaz plan (if there's one) .

Watched the episode again, I think Shahno definitely likes/loves/wants Mehru. You can see the flicker of discomfort when his mother thanks him, like he knows the whole truth that it is not all a show. Also when Saman Shah talks to her brother and sister in law, she says its marriage in name only but also says, Amal will be my only daughter in law. She never says that Shahnawaz loves Amal only, you don't need to be insecure. Even Shahnawaz doesn't try to placate Amal with words of love and manipulation like he usually does. And all the post marriage romantic scenes makes me think he does love/like Mehru but at the heart of it, he also loves his brother and mother and though he started with the idea of revenge, he began to like her enough to want her in his life. Again he could have got his brother out without getting married to Mehru. He's using his brother's excuse to keep her in his life. But he did get married to Mehru under false pretext, that he wanted justice for her brother by getting his brother punished which was never the case. Shahnawaz is a corrupt grey politician who happened to like/want Mehru. That has not changed.
