It's not just Wahaj in this na. It's more of Wahaj - Ayeza's pairing. Bcz if it's just about using someone for popularity, they could have done that by promoting Ayeza and Wahaj individually as well.

Ya but they didn’t need to promote it as a love story. That’s surely to cash on Tere Bin. ARY wanted to advertise that Wahaj is back in a romantic role with another popular heroine. If it was some lesser known hero, I doubt promotions would have been like this.
