It could potentially be dumb teens as well. In my area last year, teens were arrested for dumb pranks that were potentially deadly. I have seen teens try to put stuff on train tracks too. One of which was running a thin wire across the bike path at head height. Multiple bicyclists were injured and got neck cuts.
