1) I liked the suggestion you had about requiring a waiting period before an MID can post. I think a 48-hour waiting period to post is reasonable.
2) Since I registered long ago, I don't remember if email validation is part of the process. However, it is standard protocol on most websites that users validate their email address to use a site. Obviously, you cannot use an email affiliated with an existing account. So, MIDs would need to be more dedicated to creating a new email address, validating it, and then waiting 48 hours to post.
3) Another feature I have seen on many subreddits and Facebook groups is that you have to fill out a form asking why you want to join and some general questions related to the topic of the sub. So any IF member, irrespective of how long they have been on IF but have never posted on the Bollywood Forum, would need to fill out a form requesting to post on the forum, and the mods would have to approve the member to post. It does go a long way to limit trolls. So if someone also has a bunch of IF IDs in their pocket they won't be just able to enter a forum and start harassing.
4) Finally, a downvote or throttling based on reporting. If someone accumulates a certain number of downvotes within a 24 hour period they can no longer post until the next 24 hours. Another option is to throttle someone based on how many times their post is reported. Actually if someone gets reported for illegal activity or p0rnography they should immediately be banned and their posts deleted. Of course we need this tracked so any insidious targeting to silence someone is also addressed.
Features 1 and 2 are a must have.
Feature 3 is a nice to have that should be seriously considered. At least moderators should be given the option to implement this if desired. Some forums can be contentious and the moderators would be grateful that no one can easily pop in and rile people up.
Feature 4 is a nice to have that can be tricky to implement fairly, but worth considering. Many forums do it successfully.
