It is because Jasleen cannot stand Manveer & Angad and want to see the Maa Beta duo suffering. Manveer because Manveer doesn't like Garry and boasts too much over Angad and Angad because Jasleen believes the position, the stature Angad got in life was rightfully Garry's. So anything that have the possibility of destroying the peace of Manveer & Angad, Jasleen will support wholeheartedly. She was happy that Angad's life was to get ruined by marrying a fraudster like Seerat, but once Seerat ran away, the marriage could have got called off and eventually resulted in Angad dodging that bullet. By putting Sahiba in place of Seerat she ensured that the marriage still takes place & Angad's life gets forever ruined (She cannot imagine in her wildest dreams that Angad Sahiba may actually fall in love with each other 😂😂), meanwhile she'll secure Garry's life by getting him married to some blue blooded heiress which would give Garry much more weightage in the family & cause Manveer to lose her sleep over it.

(Though it's all her khayali pulao & wouldn't happen ultimately 😆😆)

Honestly speaking, it's a tv serial that's why it's being presented as "Rabb Ki Marzi". In its actual essense, everything that happened was completely Santosh ki marzi. She planned this scheme, she wanted to get her daughter married to rich family and that's exactly what happened. Her fraudulent face may have gotten exposed, but at the end, her main aim was still achieved. And to think that with time everything will be just forgotten & Angad and whole Brar family to actually accept them and respect them is very infuriating. 😐
