One of the few MLs jisko starting se hi hero bolne ka mann karta hai coz he was constantly on the side of truth and justice. Never faltered in his role. Investigated Ananya/Avni when he had his doubts on her, even if his heart told him she was not wrong, because he had to close the case. Stood for her in front of his family and society, when her own stand was not being heard or believed by any of them. Even later arrested Avni when the circumstances called for it. His duty towards the nation and his relationships was worth noting. As for post-leap Neil, have not watched much of that, so cannot comment about it.

If Bhavya as the ACP was ever on the side of truth and justice, would have given her a fair chance. But her character was sketched as a police woman ONLY so as to stick her with Rudra at any cost, and it just never made sense. Forget shipping wise, I could not root for someone who constantly claimed she made it to the position she did with her hardwork, and then once she met the ML, had absolutely no regard for her work at all, was whiling away time roaming around with the jethanis and randomly dancing in the haveli during the day, when she was actually sent there on duty.

The writing of the characters and execution both matters, and in this case, irrespective of gender, ACP Neil Khanna stands out for the way that he acted ethically in the situations that were placed in front of him.
