Probably they couldn't find any love story attached to him.

Historical only means love story in Bollywood

His story is interesting but is not made for various reasons:

- Religion factor as makers avoid controversy and he used to follow fluid beliefs in faith despite being a baptised Sikh and some may not want to see the depiction

- He was not a handsome or glam man. He had lost one eye and had chicken pox marks on face. Showing him accurately will ensure there is no glam or hot factor in film.

- People of some other communities he fought battles against, may be offended (he is hated in J&K, Pakistan and Afghanistan for a reason)

- British may also hate his biopic like they were whining against Sardar Udham

- His story has no scope for love or romance. Except for his fondness for a nautch girl named Moran. Focusing on him and Moran will rile up both members of his community and membere of other community Moran belonged to.

- He followed polygamy and some of his wives committed Sati after died. Modern Sikhs will probably not like that shown in films onscreen.

So there is more communal risk and less BO potential despite a very gritty plot. Hence makers avoid risk. Some loonies in real life even fought over what caste or clan he belonged to. His story is interesting but always causes fights over his legacy.

Of course u will always have haters( in Afghanistan the most) but India need to know more about one of the greatest leaders of the Country. RRR was a blockbuster same with Udham and Khesari.., Maharaja Ranjit and his son Duleep deserve a good well movie like Akbar,Asoka..etc

Like I said his own community will also have issues with how his life is shown. They will demand a heavily watered down version of many aspects of his life. It is not always about haters. Also there is no glam factor in him. Though the life is interesting and it is indeed great what he accomplished from a scratch at a young age.
