Because it didn't do well in India. Many movies are consider flops because they don't cover their costs in India , even if they do well internationally.

You would need about 2x rule of thumb to break even from theatrical.

Yeah I read that overseas LSC has been the best performing Indian film post pandemic. That had to happen thanks to the huge release it got and credibility of Aamir since Lagaan days in global markets, his previous films like 3I, Dangal, D3 also broke records abroad. I guess overseas total will go higher when film releases in more international markets like China.

Paramount gets the money from overseas revenue, not Aamir and his company. So it is a flop.
