Why though? I agree that Gale has a mind of his own, but Peeta was in the end the perfect fit for Katniss and her personality.

Peeta's character in the movie is boring and bland, like a damsel in distress, need to be rescued. He is like a liability to Katniss. The actor playing Peeta didn't help either. Book representation is far better than movie characterization. Besides Liam Hemsworth played Gale to perfection. He has his own mind, always in his own element.

If you ask for characters, it should not be the actor/actress who plays this character (f.ex. I found the Poo-character in K3G extremely annoying until she changed for Hrithik but I did not find Kareena annoying as she played this character to a T).

However I did find Aamir's eyes wide as saucers in his role as PK extremely annoying, but not the character at all.

So, when I try to remember the most annoying character I watched in the last years, it would definitely be Arjun Reddy/Kabir Singh both penned/directed by one and the same author/director.
