Most celebrities do hire PR or social media agencies to manage and monitor their social media accounts. It's usually multiple people behind celebrity accounts.
However, most celebrities do have access to their own account too. Sometimes they only consult with their agency and make all the posts themselves. Sometimes they let the agency manage most posts but will post something on their own when inspiration strikes. Its varying levels of control.
That is why I take a lot of social interactions with a grain of salt. It is not always inauthentic. But an articulate or thoughtful post in response to a crisis can often be scripted with multiple layers of approval.
I work in higher ed and this is true of most higher ed leadership accounts too. And they're not even celebrities.
