Yes absolutely. And honestly I don't think anyone would actually do it in real life - like already write up a death certificate - cos of it getting misplaced/ in the wrong hands/morality of it etc. Probably an exaggeration for the sake of drama. But what I meant is that Ali is probably just doing his job in his own weird way.
People do things like write a bunch prescription for very common illness and keep them ready and then when they see appropriate patients, just fill in their names. This I have seen. What they showed about death certificates is extreme though.
