They may be having an affair but I don't think they will move in together. As others said Twinkle may tolerate him having affairs and sleeping around but she surely will not let him do it so openly. They both love to play the happily married couple in the public.

He may gift her an apartment that can be used as a love nest when needed but highly doubt they will live together.

I read this on Twitter as well- the moving in news. Bizarre.

I think Akshay is a cheater, and his affair blinds usually are true, and then eventually when the whispers get louder, twinkle steps in and makes him stop working with the actress.

She must not have a lot of self-respect though if she continues to put up with being cheated on repeatedly. Or maybe she doesn't care.

But moving in? Naah - these actors want to maintain their family men image as long as they can / their wife allows.
