I think that rules out people in villages thus it is not part of rules.

Yeah it us not a quick fix…when education level of country will improve all of this will start happening but look at US…several politicians are from big shot universities n still act like dimwits lol

I was waiting for reactions on this letter and the way some have delivered. Subject line should be enough to know what this letter means and how oblivious are some people from what it implies.
