Tax evasion isn't dangerous - you literally get a letter, get audited, and have to pay your backtaxes.. Customs evasion I think is similar in that way. Smuggling is the most "dangerous" of the 3, but diamond smuggling is also something relatively easy to do bc it's actually really hard to get caught - I legit just googled it LOL and this is what I found:

So the chances of even diamond smuggling being that violent is rare.
They turned the whole crime and situation violent because without this being violent, bc as you said, there was no way to get Raghav to change his ways. Simple tax audits wouldn't be enough to change Raghav - most business men just skirt around the issue of backtaxes and keep it moving.
