I'm on board with your theory! I think Akshat's been blackmailing him for a while (re: Devyani's murder) and that's who he's buying all the expensive gifts for.

Shaadi ki raat bhi he must've gone to pay off Akshat or kill him even, but got run over instead. Perhaps Ved knows Akshat and that's how he knows of Mandaar and his Aai? Shayad kabhi gaye honge dono ladke Mandaar ke ghar for chai naashta as friends typically do.

Mandaar's obsession with Pallavi ties into this theory because she's essentially his golden egg. She can rake an insane alimony from Raghav, jo woh chup chaap de dega (according to Mandy, of course). She can also work tirelessly at DSE to bring in a steady income that way. Pallavi, in Mandaar's eyes, has a lot of potential to turn the fate of D-Niwas around and that's why he wants her. Ya phir chalo, if not for D-Niwas, then for himself because he's essentially the main heir of that household.

But the OG RR seems to have disappeared.

As for his security team, we know from day 1 how useless they are!!

I voted for Akshat witnessing the murder of Devayani because we don't have anything yet to convict Mandar for that, other than Pallavi's word that Mandar confessed to her. As we all know from Sunny and Kirti being released for the hit-and-run, it's not a crime if the victim doesn't die, so sorry, Sharada!

Here's my alternative theory: Akshat wants the selfie with Raghav because Akshat likes Raghav in the same way that Amruta did, and Akshat is blackmailing Mandar with evidence that Mandar had a fling with Akshat. Remember, Mandar said that Devayani found out "my truth" - not specifically that she found out that he beat up boys who looked at Pallavi. So, Mandar told Pallavi a violence-not-sex bowdlerized version of what he did to those young men; Mandar killed Devayani before she could out him and stop the wedding; Dr. Ramya is a conversion therapist who has fed Mandar's obsession to reclaim his rightful wife and heterosexual lifestyle; Vishnu is Mandar's sponsor in therapy; and Mandar is not guilty of trying to kill Sharada due to the hallucinogenic drugs that Dr. Ramya prescribed.

Mandar got his memory back when he re-entered D house. His obsession for Pallavi restarted. Meanwhile, Akshat got the news of Mandar being alive and started blackmailing him again.
