They are not born from the same parents . Their parents are different “variants” . See the conversation in episode 3 where Loki is asking about Sylvie’s mother and saying your mother ( not his mother ). They are just two people with different set of parents with same identity in alternate timelines .
Okay, I understand Loki and Sylvie's parents are not literally the same. But they are same people from different timelines, which means they would've had the same genetics
The DNA of Loki would perfectly match with Sylvie's biological parents and vice-versa.
Loki asking about Sylvie's mother was to know whether her mother was also Frigga or not to see how deep the variant timelines go separating them from the sacred timeline.
Later on we see the flashback of Sylvie being abducted by TVA from Asgard, showing that her adoptive parents were also Odin and Frigga.
