Is that not why he had asked her to close her eyes? He didn’t want Pakhi to ruin their moment by letting Sai know. He wanted it to be something only between him and Sai, so that he can make their first kiss a special one, so that he can confess his feelings.

His dialogue "bohot soch ke yeh gift de raha hu" means a lot here. He has been testing waters may be since hospital visit. He is getting bolder and she gets affected by it. He gauged her completely on the bed. Look at Sai when he recites the poem, she was exhilarated. So whatever he planned for her is after much deliberation from his side. He knows he is in love and he knows she would not stop him, so he tried moving ahead as any husband would. He took the risk. May be he would have confessed after the kiss. for sure!
