Vikram sometimes I feel came in between so that he wanted Veer to openly confess to Rani not Rani to tell the first 3 words. He knew Rani was speaking, but he wanted Veer to tell first
It could be Vikram's protectiveness of Rani, so that Veer is sure of his feelings on his own rather than built up on Rani's feelings .
(remember the QA session where noone said anything Rani said and then Veer understood the other essence of the Question in a deeper sense like Rani)
Or he as a bro wanted Veer to tell first, could be the traumatized Veer of love from RaniSa and his long wait of it
