I think it's petticoat chaap. Chaap is template. Literal translation would be like a man who acts like he's the girl in the relationship/gets nervous and can't speak to his wife. As in petticoats are meant to be for women. (In indian gender biased society).

English equivalent would be like henpacked huaband.

Whenever I try pushing my hair back it comes back with twice the force only because locks went in the wrong place
