There was no conspiracy theory in the beginning by anyone to use Sushant's death to cause civil unrest. News channels started broadcasting it later on after his death stirred the masses because of how wrong it looked, not the other way around.
That said, no one "creates" mass hysteria. It's the reality of life in democratic world. When something looks wrong to majority of the people, they will express their views and guess what? Public sentiment wins and government has to relent in some form--CBI investigation is Sushant's case. India isn't a totalitarian state like North Korea that you expect people to stay mum when something clearly doesn't look right.
SSR was one of the leading Bollywood actors, and his photos with suspicious looking scars were leaked. The public outcry was a result of hasty decision by Mumbai police when the situation called for an in-depth investigation. Police work can't be shoddy and they certainly can't look obviously shady and expect to get away with it.
