Ofcourse they should. But they should also teach the kid as kids don't know any better and just reflect the surroundings they are bought up in.

What exactly did he do? Just made a kicking motion? Not a big deal, kids do much worse.

He is just 3 years old. He might have not even known what it means while doing it. Kids pick up random things from their surroundings. Neither them nor their parents should be blamed for such things. With the best of your upbringing kids will make mistakes and a responsible parent will correct it and with time and maturity they will learn.
