In Partner most of the comedy revolves around Govinda and Kat getting together as an odd/unlikely couple...

And Sushmita was the bigger star at MPKK time

The story of partner revolves around Salman and Govinda+Katrina. Lara hardly had a role. It seems Salman didn't want to announce his relationship with Katrina and Govinda's role wouldn't have suited him. Govinda's role was of a simpleton getting the gorgeous girl. Salman doesn't fit here.
