Yeah it's defo veer mother, which is why they helped bani by giving her that red rock, then at the same time that picture of veer changed and shakura ended up taking on veer's satyug avatar of aakesh instead.

Looks like veer's mother only.... But maybe it was teer... Whoever it is is bani's friend as it was he/she who helped with that stone thing so that when bani touches it veer's photo changed to Akesh... But then why? N why just photo changed?..
