Okay, so I watched one more clip of the episode

V before getting kidnapped had gone to Veer Lok and eaten some fruit which caused him to lose his powers for some time. So, when Mr. B injected his blood in R's veins, it proved ineffective.

Thankfully they gave an explanation as to why V couldn't break those normal ropes and free himself.

So, in the precap, they are discussing about Senior Baal Veer and R guessed that D is the other super powerful person kyonki wo hamesha Vivaan ke saath satellite ki tarah chipke rehta hai.

They planned to bring D to Shinkai and finally, BV will meet Mr. B, R and Birba. 😎
