Technically, yes. But considering that many tried to stop him from getting behind the wheel that night and yet he wilfully drove.. there is strong culpability. But I guess the difference is the second death was intentional on Salman's part.

Maybe it was an accident at the start. But when someone deliberately lies, bribes, changes statements and destroys other lives without getting any punishment for that accident and never letting those who died getting the justice they deserved, then it just becomes a murder.
